Incumbent serves as the Superintendent over Ozark National Scenic Riverways (OZAR), a unit of the National Park Service (NPS). OZAR was authorized by Congress in 1964 as the first national park area to protect a nationally significant and unique river system. The park preserves portions of the Current and Jacks Fork Rivers as free-flowing; and provides for the use and enjoyment of various outdoor recreation resources. The park is approximately 80,000 acres located in four counties spread along 134 miles of the Current and Jack's Fork Rivers in Southeast Missouri and contains some of the world's largest freshwater springs, more than 380 caves, 49 historic structures, and the most numerous archeological resources found in the region. The surrounding area is very rural and the two counties that make up the majority of the park contain less than 15,000 people and have lower than average incomes and higher unemployment. The major employers are forest products, government, and tourism, and as such, park visitation is extremely important to area businesses. Per legislation, hunting and trapping are allowed, and the park natural resources include a free roaming-horse herd. Park visitation is approximately 1.2 million annual1y, and is predominately local most of the year with a major influx of visitors during the summer. The primary purpose of this position is to oversee and manage all park activities, programs, and operations. The incumbent serves as general manager and has full delegated responsibility for park operations, overall planning, development public relations, land acquisition. direction, organization, staffing, and program evaluation. Management is complicated by the diverse land ownership and land use within and adjacent to the park boundary. Land use includes residential, commercial, agricultural, timber management and grazing, and landowners include the U.S. Forest Service, Missouri Department of Conservation, Missouri State Parks, the LAD Foundation, and the Nature Conservancy, as well as 9,000 acres of private landowners that include homes and cabins in 130 tracts managed under scenic easement. Ozark National Scenic Riverways is located in the heart of the Ozark Highlands of Missouri, in the southeastern portion of the state on the Current and Jacks Fork Rivers. The park features 134 miles of crystal clear, spring-fed rivers that are flanked by scenic flubs and numerous springs and caves. Outdoor recreational activities abound and include canoeing, tubing, fishing, swimming, and hiking. Summers are hot and humid, and winters are normally mild. The duty station for this position is Big Spring, near Van Buren, Missouri. Limited shopping, medical and dental are available. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
specialized experience which demonstrates an in-depth knowledge of park management principles, practices, techniques, laws, and regulations. Experience includes a variety of duties such as managing and supervising park or similar activities with an emphasis on natural management and protection, cultural and resource preservation and protection, visitor use and interpretation, law enforcement, maintenance of physical facilities and administrative programs. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
